This role sits between business strategy and technical execution. It translates goals, workflows, user needs, AI capabilities, and governance requirements into systems that can be built, used, supervised, and improved.

It is not a purely technical role. It is not a purely strategic role. It operates at the intersection — connecting business intent to operational reality through structured system design.
